fixed position?

I'm putting together a website for a client here, temp location, http://home.btconnect.com/greenparro...ase-study1.htm

Is it possible to have the tooltip appear in a fixed position on the web page for all tooltips. I could place a 1 x 1 px image in the position i want in the tooltip to appear giving it a name.

does anybody have any ideas on modifying the code to achieve this
