Firefox vertical scrollbar flashes on/off on first rollover

The scrollbar seems to flash in and out really quick on the first rollover:

I tried isolating things but can't seem to figure out why this is happening. If I delete some words or move things around, it goes away. Just can't seem to place it.

Remember to hit refresh or close the window and re-click on this link to see it again. Odd because it only happens on the first rollover and this is only true on random page reloads.

Anyone seen this before?
